thats less them changing and more they don't have time. One piece isn't about character development but world development. (this isn't to say character development doesn't happen its just not a main focus)

which do you mean "dont have time" the characters or the author because both ways they have all the time to do so.. but in fact the series in general changed it feels less about pirates and more about powers the crew has less screen time expect for luffy ofc and their importance is slowly decreasing they are now depending on "outsiders" aka new characters whom they have more screen time not to mention the crew barely spend time together due to their large number so its no longer as fun and homey.. as you said op is about world development which leaves no time for strawhats which also leads to them changing whether the characters or the series it self op lost its touch tbh
